I want to know how the community sees this.
My observation is, there are gamblers who are fine with casinos that do not have a license as long as they have a good reputation, but the sad part is that there are also many unlicensed casinos that end up scamming their users.
So for the community, since we normally respond on their ANN threads or even wear signatures of casinos trying to promote here. My question is, should we already consider a casino without a license as a scam from the start? or should we only treat it as a red flag and wait for actual proof before calling it a scam?

Are license casinos not scamming their customers nowadays? Or does having a license automatically devoid a casino from turning to scam where and when they can? Perhaps when we reflect on these we can quietly agree that there's no where really safe but just by trust of reputation we are using the casinos we use, and not that a good casino can't turn bad tomorrow for some reasons.
The only disadvantage aspect of a casino without license is that you can't report neither hold them responsible through any legal actions that's why many gamblers rather going for licence. But nevertheless there are still good no licence casinos as the license ones but very few

This depends on what the casino claims. If the casino claims they have a license but in truth they don't, this constitutes to fraud, thus, the casino can be labeled as a scam because it scam us into believing they have regulatory approval when they don't. But when the casino admits that they are not licensed from the beginning, they can't be considered a scam. They have the potential to turn into a scam, but as long as the action is not done, they cannot be called a scam. The casino may not operate legally, but that is another story.

I think many of the unlicensed gambling sites might be scamming their users and so it's the best to avoid gambling on sites which do not have genuine gambling license from regulatory authorities. It's not as if licensed casino sites do not scam their users, they do, but the probability decreases significantly for licensed casino sites. So better to opt for licensed sites vs unlicensed sites.

Well, many reputable online gambling sites did start without a license. Now, they have made a name for themselves and have become popular gambling sites and sports bookies. I believe the same treatment should be given to new gambling sites, and we cannot call them a scam just yet until it is proven. Still, we should be really careful and probably just deposit an amount that we can afford to lose.
As you said, there are many scam gambling sites today, and we must still be doubtful of every gambling site that we use. Even the licensed ones can actually do it.

License is sort of a guarantee that if someone is scammed, they know the company that scammed them, reason why a license is required. its more on minimizing the risk, because with casinos that have a license the likelihood of them thinking to scam is lesser compared to those who do not really have a license. new or old, i think its the same risk. and for us users, we need to understand the risk in using a casino, if it can be minimized then we should do it, and a license is one way to minimize it. This depends on what the casino claims. I smile inside when I see many gamblers still wanting to gamble on casinos that says no KYC verification, and few of them will even consider casinos that are not registered.
They don't care what happens after, that's why most people who got scammed or cheated don't always say the name of the casino and if they do it is most some funny named casino that most people don't know about on here.

Definitely, we can say that it's the reason why regulators require a license before a casino operates. Regardless on where it's acquired whether Malta gaming or other license providers, its still a license and that makes a casino legitimate. I smile inside when I see many gamblers still wanting to gamble on casinos that says no KYC verification, and few of them will even consider casinos that are not registered.
They don't care what happens after, that's why most people who got scammed or cheated don't always say the name of the casino and if they do it is most some funny named casino that most people don't know about on here.
That " no kyc verification" is more like a slogan to attract gamblers TBH. And if you will observe, there are plenty of casinos in the forum that are proud to market about no kyc, but in reality they are actually license.

The absence of a license may only be a reason for suspicion (for example: they don’t have the money to buy one; they’re afraid of liability; or perhaps it’s due to a libertarian principle?). So this is not a reason to be certain that fraud is deliberate. On the other hand, nowadays most casinos try to have at least an affordable license (inexpensive), because competition in the gambling business forces them to keep up with other casinos. However, a license in itself does not guarantee that there will be no fraud in the future.
Well, to make it easier to decide: at the present moment, a licensed casino looks more preferable to a client than an unlicensed one. By the way, an unlicensed casino has no right to require KYC at all (in fact, such a casino doesn’t even have the right to require compliance with the TOS).

No license = high risk that's it. No site is guaranteed to scam or starts out to be an automatic scam, but some of these casinos start with a super small bankroll thinking that players will just swarm to play because they are offering crazy bonuses. Problem is, all it takes are a few medium wins by a few players and the sites bankroll is depleted. They marketed incorrectly and, players didn't lose like they hoped, and the doors close with the masses being left fucked. Any site could decide to scam but those with no license or noone to answer to are just higher risk. DYOR before soaking thousands into a site.

To be honest, there are many old school, trusted platform in crypto gambling space that have been operating smoothly for years without any official license. And they maintain relatively clean reputation. So if any new brand enter without license then dismissing it immediately as scam would be biased.
Yes lack of license mean there is no regulatory oversight. If your withdrawal gets blocked tomorrow then you won't have anywhere to lodge any complaint. Therefore it is wise to be cautious at start. Let them build reputation and observe how they treat their customer. See how sincerely they resolve issus when problem arise. After that you could determine whether it is any legit casino or something else.

Technically you are correct, however how would you treat a casino trying to run their campaign in the forum with you being chosen as the campaign manager. Would you consider accepting the job and just put a disclaimer that this casino has no license, its high risk, or would you just not accept it simply.? I'm just curious because there were incidents in the past where casinos had their threads here, accepted gamblers and tried to build a good reputation even without a license, but ended up being a scam. not saying its automatic, but based on what we've seen, I believe casinos with no license have a higher risk of becoming a scam, so why allow them?

As long as they haven't scammed anyone yet, you cannot conclude that a casino without licence is a scam. Some casino prefer not to get a licence to avoid government regulations but deep down in them, they didn't plan on scamming anyone. We know that they're illegal casinos out that has built their reputation and gain their customers trust. What will you say about licensed casinos that ends up being a scam. You don't use license to confirm if a casino is a scam or not. Only the owners can tell if they're out to scam people or not

I think an unlicensed casino is not necessarily a scam. But we do need to be more careful with such casinos. However, now I believe casino business owners would definitely consider licensing. There are even some who fake licenses to appear better. But when there is an effort that already leans towards document forgery, or customers complaining, of course that is a warning sign for all gamblers at such a casino.

Not all gambling sites that are not licensed are scam, but almost all of them are scam which is the reason it is better not to trust any of them. But even if some can be trusted, this is a public forum. It is better for public forum not to trust gambling sites that are not licensed because if they trust it, they are opening ways for scammers to easily do their scam on this forum. Nothing should be risked when almost 100% amongst them are scam.

My observation is, there are gamblers who are fine with casinos that do not have a license as long as they have a good reputation, but the sad part is that there are also many unlicensed casinos that end up scamming their users.
So for the community, since we normally respond on their ANN threads or even wear signatures of casinos trying to promote here. My question is, should we already consider a casino without a license as a scam from the start? or should we only treat it as a red flag and wait for actual proof before calling it a scam?
What if we look at this way, it's not easy to get a license regardless of how much you have to settle the regulators. Some casino can have good intentions, honest to the core but the regulators can deny them license to operate as a company, some will have to require reviews and many checks before they get approved. What I'm saying is a casino can be legit and have all you need and still not be license, reputation to customer is what matters the most. A casino can also have license and have the shity customer to customers. When I see a casino, I do look at their license but it's not really about that alone, there other ways casino can be legit especially the no kyc casinos, they don't get approved with license because they don't meet the demand of regulatiors. You must have a valid kyc requirements before you get can get a license.

This depends on what the casino claims. If the casino claims they have a license but in truth they don't, this constitutes to fraud, thus, the casino can be labeled as a scam because it scam us into believing they have regulatory approval when they don't. So, the successful casino whose goal is not to run with any fraud yet still does not have a license. Although the casino does not run only on a license, it runs with its reputation and a business with people. Real businesses in the world also cheat, this is a digital game, so we do not need a license here. Gambling houses are increasing, so not everyone has any proof of it, but still everyone is running. There are some gambling houses that have been running for many years, but their foundation is very good, but we cannot make the argument that if there is no license, we can turn it into fraud. If the casino is cheating, it will not cheat just on the basis that now they will run because of the license.

Firstly does this operation even understand the needs of an online casino and also does it have the capital to be able to run one effectively. One symbol that a casino is setup correctly has become where they are registered, because to optimize profits and also hide the identity of owners, it's almost expected now to use an offshore entity. Those also cost a fair bit of money and there are different grades between them, with cheaper less prestigious island registrations sometimes indicating that a casino maybe have less to spend. It all leads back to the major factor for any player that is trust - their deposits must be safe with the ability to withdraw any winning amounts.

DYOR. Whether licensed or unlicensed casinos engage in fraud depends on them. It’s up to them whether or not they’re willing to risk their reputation if they’re unable to pay out large player winnings. I can’t give examples of licensed casinos that have ended up committing fraud, nor of unlicensed casinos that still have active players placing large bets on every game they play without any issues.
