I can't say like that because having license doesn't mean casinos will not scam members. So that depend on casino how they will run their business, for short or long term. If they care to running the business for long term, they will not scam their members instead will take care them well. They will busy to improves their services to serves best for their members.

All will proves following the time and sooner or later, we will see that. Scam casinos don't takes too long to scam members so we will see many problems occurs and not solved. So research or DYOR to avoid scam casinos.

My question is, should we already consider a casino without a license as a scam from the start?
No, but in this day and age, I'd be more reluctant to deposit anything on it, especially when scam casino has become too rampant today(not that there were no scam casino in the past).

Primedice started as an unlicensed casino, but they were reputable, so not having a license isn't an automatic scam.

or should we only treat it as a red flag and wait for actual proof before calling it a scam?
Yeah, it should be treated more as a red flag than calling the casino a scam just because they are unlicensed.

I want to know how the community sees this.

My observation is, there are gamblers who are fine with casinos that do not have a license as long as they have a good reputation, but the sad part is that there are also many unlicensed casinos that end up scamming their users.

So for the community, since we normally respond on their ANN threads or even wear signatures of casinos trying to promote here. My question is, should we already consider a casino without a license as a scam from the start? or should we only treat it as a red flag and wait for actual proof before calling it a scam?

To be honest, I never go that deep into researching whether a casino is licensed or not. The first thing I do is go to the casino’s ANN thread and read what people on the forum have to say. There are users there who always investigate these things, test casinos, and actually try making deposits and withdrawals. And most of the time, that’s enough for me to feel comfortable trying the casino.

In any case, when I try a new casino, I usually start with a small amount of money and play on my own. If I manage to win something, I try to make a withdrawal, so I use that experience to do my own research afterward. But honestly, I’ve never really thought about checking whether a casino actually has a license.

Primedice started as an unlicensed casino, but they were reputable, so not having a license isn't an automatic scam.

That was acceptable back then because most of the dice sites did not have a license, and we hated licenses at that time since it was the early stage of Bitcoin and it went against the purpose of Bitcoin which promotes decentralization, but nowadays, the reality is, when a casino does not have a license they are judged easily as high risk, and by high risk its closest to being tagged as scam.

My personal answer is no since reputation can be established here even without a license. Gambler should gamble with caution always regardless if licensed or not when the casino is new.

Scammer casino already acquired license to easily fool players thinking that license guaranteed safe casino since white label services usually offer a package that includes a single license to multiple casino.

Overall, it’s wrong to discriminate unlicensed casino because it will create an illusion that license=legit which is not entirely true since many scam casino has licensed to operate.

As long as the casino is not advertising they are licensed, does not have any open scam accusations that are legit, and is active on the forum responding to players/potential customers then I would have no issues giving a casino a chance. If problems arise and they are not solving the issues, legit accusations pop up, and they suddenly only come online every few days all advertising would stop.

Every casino starts somewhere.

I understand your point, it's about giving a chance for casinos especially start ups.

But I have a question, what if the users (not necessarily those who are active here) will assume that those casinos we are promoting do have a license and that is their basis why they sign up on casinos but later they were scammed and they complain that this one has no license so they cannot file a case against them as they are unknown.

So is due diligence being done here?

I know your stance of course, but I'm looking at the risk side here, as many mentioned casinos without a license are high risk so giving them a chance to be promoted in a big community would be putting our community at high risk.

Overall, it’s wrong to discriminate unlicensed casino because it will create an illusion that license=legit which is not entirely true since many scam casino has licensed to operate.
That is the first thing they can assure, they are legit on paper.

Put it like an investment, would you invest on a company without registration?
I know they are different with gambling, but since they are dealing with money, the risk is the same.

What about the betnomi casino ? They were licenced under Curaçao master license 365/ JAZ,
And at the same time, a well-known campaign manager on this forum has run multiple big budget signature campaigns and also review campaigns. But in the end, they have been exposed as frauds.
. Besides betnomi I can also make a big list that casino were licenced and also become scamers.

So just because we have a license, we can't assume that it guarantees that the casino won't commit scams.
In the same way, it should be assumed that not all casinos that do not have a license are scammers. Here I can agree with this if a casino don't have the licence then it could be a Red flag but not the scamer.
I want to make a theory share with my personal formula like-

Unlicenced casino = scammers are in large scale
Licenced casino = scammers are in lower scale.

Many people often condemn casinos that do not have a license, but their reputation always consists of many factors, not just the presence or absence of a permit. I have seen warnings on some exchanges that funds received from unlicensed casinos may be frozen until the exchange is convinced of the client's solvency; it is believed that money laundering is possible on such platforms. However, fraud does not necessarily occur where regulators expect it to occur. Nevertheless, if I were the owner of a casino, I would prefer not to violate the accepted rules of doing business for the sake of my own peace of mind: those who deviate from the standards always attract increased attention, and it can be extremely difficult to convince others otherwise.

License does not guarantee they won't us, that has been written prior your post.
So this example is not surprising because it's possible, so think of it this way, if those license casino can scam, how much more an unlicensed casino?

some might think "hey give them a chance until they become reputable"...
But question is , do we have some reputable unlicensed casinos here? ( name at least one)...

So just because we have a license, we can't assume that it guarantees that the casino won't commit scams.

no one assumed that.

Speaking about rules, you cannot implement rules that is against the law when you don't have a license. particularly KYC

And license is not just like a paper, because if a casino does not have a license and they slowly built a good reputation, isn't it putting their business at risk continuing to operate without a license?

I consider this as a warning sign. Because in many countries casinos are not legal and in those countries there are many online casinos that do not have any license, in those countries there are many casinos that may be operating with a good reputation. But I would never like to play with a lot of money in these casinos. Because these casinos do not have any kind of license and they can cheat us, so as long as I get good results from those casinos, I will keep playing little by little.

It's not an absolute rule but it sure is an indicator that a casino contains some red flags.

I mean, if license is the only requirement to separate a genuine gambling website from a scam one, then scammers would most likely take advantage of this fact. They will procure the said license fraudulently and take advantage of that status as a "licensed casino" in order to scam their members.

We share the same view. Consider it as a red flag if a casino operates without the required license. That should spark and trigger all your senses to double or even triple consider if you truly want to invest and play at that website.

So for the community, since we normally respond on their ANN threads or even wear signatures of casinos trying to promote here. My question is, should we already consider a casino without a license as a scam from the start? or should we only treat it as a red flag and wait for actual proof before calling it a scam?

There is this saying that " do not judge a book by it cover" the reason is because we don't know what is inside the book we are judging and same thing should be apply here, do not judge a Casino because they are not licensed because we do not know their real or actual intention perhaps we should approach them with caution and we should be very careful while using them but do not try or do not be in a rush to say what you don't know for sure because assumption can be very dangerous.

I wouldn't say that is the case, although as gamblers we might have some qualms on playing on a casino that doesn't have license. We all know how easy it is to get a license from Malta or Curacao or any other regulators.

So if a casino didn't get it, then it could be a causer for concern to all of us. So it's better to stay away from that casino as maybe in the end, it could run a scam and so it's not a good experience for us.

Licensing is not cheap, and I won’t call them a scam because they don’t have a licence. I prefer a situation where the casino comes clean and says they don’t hold any licence rather than for them to claim to have one which is not true.

And as long as the casino is operating fairly without cheating anyone, I will always give them the benefit of the doubt but use them with one eye open until they actually scam someone. As far as I know, licensed casinos don’t mean they can’t scam people.

No doubt a casino with a lack of license is a point to notice but there are also other factors that we have to keep in mind before putting our money in a casino like sometime the casino has a license but still making issues in withdraw funds or etcetera while a casino without a license working properly and with honesty. So i think the word scam should be based on an evidence like if a licensed casino is busy in making problem what benefit does there license give them . So for me being unlicensed is a red flag and a reason to be cautious but it does not mean the casino is a scam.

In a sense, what you are trying to emphasize here is correct since I believe it’s a first step to show a casino good intention for legit operation is acquiring licensed.

However, the part that no licensed=automatic scam is what I find it questionable since there’s still some unlicensed casino that still operates now like Bitvest and Bustabit that relies on provably fair games.

Community sees it following:

We are lazy and blind for reading ToS, scrolling down the page to check for a license, and even if we do this, we trust "we have a license Wink" sign blindly. Even if there would be written licenz by Kooracao, people would take it at face value without even blinking that this is fake. We look on market, like noticing familiar word or name and that is enough for many to trust.

The most important thing here is that they have a very good reputation and don’t forget that being licensed as a casino is not a guarantee that they will become a reputable casino or does being licensed means they cannot scam people any day?. Licensed is just an authorization or having a  permit to own and use something. There are so many licensed casinos that have actually scam people in one way or the other too. For me, as far as they have not being involved in scam or anything like that then I’m okay, it’s left for them to work on getting their license.

Treat them fair and see if there are some red flags.

If they can't answer legitimate concerns then that's one sign. And if there are some signs of how likely their casino is made as a honeypot scam.

That's when we take actions of questioning them and reminding other members about their potential to scam. I think there's already that mindset that most of the new casinos should be taken with caution.

Having a license is an added advantage for gamblers because when things go wrong, you have a legal strength to challenge of ask questions beaee on the fact that they are well registered and licensed by the government of the country.

Come to think of it, while a casino be operating without a license in the first place? I feel it isn't just right. If you must operate, and you trust your operations and are willing to abide by the caprices of the law, then you should get licensed. The fact that they are licensed will help to reduce the probability of risk while involved with them, although, this does not rule out the fact that even licensed casinos do not defraud people, they do, but it's just normal that they are licensed.

For your question, I mean the topic, it's a No. But it's better to be licensed, so to breed more trust
