I think many of the unlicensed gambling sites might be scamming their users and so it's the best to avoid gambling on sites which do not have genuine gambling license from regulatory authorities.
It's not as if licensed casino sites do not scam their users, they do, but the probability decreases significantly for licensed casino sites.
So better to opt for licensed sites vs unlicensed sites.

Unlicensed gambling site should be avoided totally because the possibility of such casinos ending up being a scam as you said and we should not carried away if any benefit is being attached to any casinos higher than any other casinos weather license or unlicensed, but the one that is more preferable is the gambling site that license from all significant authorities that have satisfied or given approval to such casino, so it is also good that, we should not take the fact that we are sensing or having the feeling of being surrounded by scam casinos and forget that there orders good casinos as well.

I wouldn't really call a casino without a license a scam but I would advise gamblers to be careful when making use of such casinos, don't out in too much money into it because if anything goes wrong i.e if they eventually turn out to be a scam there's nothing you can do about it because they are not licensed. I wouldn't even advise you to use such casinos but even if you do it is important for you to do your research. In a nutshell this isn't enough to call them a scam but it's also an indication that the casino cannot fully be trusted.

Well not really, I won't label them scam right away after finding out they doesn't have a license, at the same time I won't try to play at their casino. I will be on a neutral side where I won't judge them too fast. This is from my gamblers perspective.

Having a license minimize our risk as a gambler from them running away from us. So why would we play on a non-licensed casino? Casino competition is very tight right now and losing a slight edge agains't other casino will result in loss of potential gamblers playing on their casino.

There are many casinos that starts being un-license until they grow and acquire gamblers, there will be a time where gamblers would ask a license to them which casino owners would most likely realize that it is time to level up and acquire a license.

Ultimately, players willing to use casinos that lack the necessary licenses are simply taking on greater risk that’s all there is to it. If they want bigger bonuses, they have to be prepared for the possibility of losing their entire balance. I do not know for sure it is easy or difficult for a casino a get a license, but what I often notice are valid complaints for example deposit and withdrawal processes. Because in the casino it is only these 2 options that are the main benchmark for gamblers. As long as the deposit process is smooth and the withdrawal is successful then any unlicensed casino gains the public trust. Gradually if they operate correctly the license will catch up. Of course, having a license first is good, but for some casinos that are just starting a business, at least little by little they can gain the trust of gamblers.

For safety just use a licensed casino. Imagine if something goes wrong , maybe your account is freezed and your money is inside or you are unable to withdraw your wins or they suddenly shut down. You won't have anyone to complain to , even if you go to the Authority they might not help you to recover your funds. Casino sites that have licenses are also scamming their customers a lot. The issue of scanning depends on the authority of that platform. If they do not want to scam, then they will not scam whether the platform has a license or not. But if their intention is to scam their users by showing them various types of lures and gaining their trust, then they can still scam even if they have multiple licenses. Therefore, another platform cannot be considered good or bad through a license. No centralized platform can be completely trusted.

Only because any casino hold license does not mean it is beyond reproach!
We all know how easy and inexpensive it is to acquire licenses from jurisdiction like Curacao or Anjouan. Even licensed casino sometime scam users by withholding their fund.

So, license is essentially a form of paper armor. It is good to have, but it isn't only security shield.

Therefore if casino is unlicensed then we must assume there is higher risk and zero regulatory backing. And to label any operation a scam, you need solid proof, such as unresolved payout, rigged game, fake KYC trap etc. Labeling any brand as scam without proof will only undermine your own credibility within our community.

Every gamblers that understand the online casino space can tell that not having a license of a gambling platform does not mean the platform a scam one.
For the record, there are alot of license gambling platform that scam their users which people are not allow to market them, and there's no license gambling platform with good reputation.
What we need is how to understand how scam gambling platform operation.

No license is a red flag, not an automatic scam. But it's a big enough red flag that I wouldn't trust a site by default.

A license isn't a guarantee: some are strict and actually enforced, others are a "paid logo." Because of this topic, I did a search, inquiring about top 10 unlicensed casino and I got a list of top 13 which the article claim were best, I would not want to post the article here to not offer free promotion to them but what I discovered is that non of those 13 casinos are actually popular, I have not come across their ads anywhere on the internet space and the article also warns that players should test the withdrawal and other features before utilizing the site fully and it also stated that the sites have a threshold of deposit before KYC can be requested. That's where the problem usually starts from, when casinos like that wants to scam players, they will ask for a difficult KYC that will not be easy for a lucky winner to pass and even if the person provides all the information, they might not want to accept it. This are challenges that some players have encountered before, so we should learn from those stories and only play at trusted casinos.

I think that not having a license means that Casino is scam, but that is not the only proof of a casino scam.There can be many reasons for not having a license, such as: excessive demands from casino traders outside the government's rules or repeated cancellation of applications to suppress the opposing party or others.That does not mean that the casino is a scam. I definitely wouldn’t consider every casino without license is scam.  In my opinion not having license is serious risk factor, but by itself, it still doesn’t prove that casino is scamming its gambler. So for me, not having license is more of red flag and reason to do some extra research.

In my opinion, casino should only be accused of being any scam when there is some real evidence. Otherwise, we’re basically calling any project scam not because of something it actually did, but simply because it doesn’t have certain document.

There are still casino without license that still pay it's users when they win,  but if they fail to pay the users will have no  protection. So unlicensed casino comes with a big risk on the side of the users.

I'd think the same, how can someone who claim to be smart trust any unlicensed casinos or businesses? It makes no single sense to be honest, licensed means you can trust them to an extent.

A casino or business with no license is at 99% risk for you, meaning that you can get scammed or something, and there is not going to be a way to get your money back, remember the business was never licensed.

I do agree that a license alone is not the only thing a player should take into consideration, I believe that a casino having license alone is not enough reason to just trust a casino. I believe another significant aspect for someone to look at on a casino is how transparent they are when something actually goes wrong.

Like for instance, If there is a delay on withdrawing money or an account problem, does the casino clearly communicate with the user, or they just leave their users wondering what actually went wrong?  That's also a good indicator of how a casino behaves towards their players. A license is beneficial but I would also consider the casino's history and customer service when it comes to issues before I put money into them.
