A casino might not be licensed but that doesn't mean that are running a scam but a lot of gamblers would avoid using such a casino and you cannot really blame them if they stop using good using such casinos because there's a lot that can go wrong due to this reason. Unlicensed casinos might not really be a scam but I don't advise or recommend anyone to make use of such platforms.

I want to know how the community sees this.

My observation is, there are gamblers who are fine with casinos that do not have a license as long as they have a good reputation, but the sad part is that there are also many unlicensed casinos that end up scamming their users.

So for the community, since we normally respond on their ANN threads or even wear signatures of casinos trying to promote here. My question is, should we already consider a casino without a license as a scam from the start? or should we only treat it as a red flag and wait for actual proof before calling it a scam?
It's never a scam until proven so, but waiting to have a prove can mean trying to confirm that they actively scammed a group of people before you can distrust them and that alone comes with a lot of stress, anxiety and confusion, especially when you can't tell which casino is reliable to deal with. I think that's where the licensing authorities take up their responsibilities to verify these casinos so you one doesn't have to fall a victim.

That being said, the "no license= Automatic scam" is not really an idea I can buy into because like we've seen, Customer' data are not properly stored sometimes and the possibility of a data breach is high nowadays. Most people are privacy oriented and the Unlicensed casino works just fine for them.

A licenced casino platform give assurance to the users that they are committed to service and accountable in cases where issues need to be resolved and maybe uses feel left out.
A recent story I read here told about how a casino platform kept mute from responding to a users query when he found it hard to withdraw his funds, but knowing that such a casino is licensed, the user was smart to relate his complaints to the licensing authority and got an immediate response from the casino platform in no time and this is because they fear facing compliance issues that could cause them fines or restrictions in their business.
So besides scam being a reason why casinos should hold real licence, it also helps to hold them accountable and compliant to users when there's miscommunication or unresolved issues.
Just acknowledging that a casino has a license isn’t just enough you know, it’s also worth checking whether indeed license is actually valid or not, and also whether it was actually issued by a recognized regulator, and not just trusting or believing a casino is licensed simply because they flag a license badge on their casino’s website. We’ve seen cases where some casinos actually use illegitimate or expired  licenses just to make sure they appear legitimate and people can trust them more. So it’s also crucial to externally verify the license authenticity and not only get to realize it after they’ve encountered a problem with the casino.

With the rise of AI-generated gambling sites, right now everyone and anyone can simply log into their AI and generate a site and deploy it, if you know what you are doing.

So the moment I come across a site that has signs of being AI-generated and also doesn't have a license, I instantly flag them and become more cautious when operating with them. I don't instantly tag them as a scam, but the whole AI thing would make me put up a bit of resistance towards them and then if there is any slight foul play, I am gone. But with a license, it tells me that even with the AI, you still did a little work to put the shit out there, so I'd drop my guard a little and check your site out properly. But no license gets that guard high to the limit.
