DONALD TRUMP: VOTE BUYING

Midterm election are currently on in the USA. The POTUS publicly announced that if American citizens vote for the  republican, each adult American citizen will be given 5000 US dollars each, which is estimated to cost about 1.25 trillion dollars for 250 million Americans. .
This is the first sitting president that will announce vote buying publicly in a country that is referred o as the free world.
Persuading the voters monetarily at the peak of voting is noting but vote buying.
Vote buying Is illegal in most parts of the world including the united states. I was expecting a response from the Federal Election commission, no one has spoken.

Let assume this happened in another country say a African country,  Nigeria where foreign election observers are present.  Do you think the president will make such a pronouncement and it will stand?
