Yes, I believe providers get their license from same regulators that licence online casinos because they are in same line of business and it makes more sense to have a single body responsible for this instead of multiple bodies that may make things more complicated.

From what I remember researching once... they also need a gaming software license issued by competent regulator, and actually, there are two different things.... one license that authorize they to operate as a software provider (a type of permit) and another one that is the technical certification of everything it produces and that verifies yours games, one does not replace the other. At least, from what I remember, that os how it should work, but in our "perfect world"....

Why it is no so evident to us? Because this is a bigger concern for the cassino than for us, players.
