France moved from Industrial Economy to Service Economy, therefore the demand for highly skilled workers like Medical doctors, Nurses, Engineers, etc turned high on demand for the Government, rendering the other high population that moved into Paris with underpaying job opportunities stacked at doing nothing.
France has used those unskilled workers who took much cheaper wages to develop their economy, now they want to dump their sorry ass as usual, they use you and dump or eliminate you when you're no longer relevant to them. Such are the predicament of the protesters.

If they were genuine with their intentions, why didn't they create education programs to upskill the existing workforce so they can fit in the change of economy pattern as well?

I'm sure they didn't envision the protests would escalate to this stage, were they thinking the immigrants would just fold their hands and starve or do nothing to put food on their tables. The protesters are fighting for their rights to survival, France should find a way to deal with it diplomatically before it escalates further.

On a clear ground, it's more of the duties of such individuals to build their skills, rather than remain in the sweatshop section. Although France haven moved from industrial economy, shows a clear lack of resources. Their debt burden is among the worse in the world sitting at about $4 trillion. A burden that accumulated from massive expenditures that far exceeds her economic outflow. If Macron could insist on fixing public finance, the financial debt increase would be curtailed, leaving it unresolved will create more protests as this in the future. So, they'll not be a way to sponsor her workers when they're heavily indebted.
