I don't see this as a win for stake, they are only doing what they can to keep their customers, even if they are 100 gamblers from Brazil on stake it is still significant for the business.
If Stake wants to keep it's business with Brazil it's also possible, it will only cost them money, which is the root of all good and evil, if they have the money they can work something out.
Even if the president of Brazil is against gambling he will have to hate money so much for this to never get resolved if you know what this means, there is nothing money can't do.
It is a temporary win for stake and other major casinos which had paid for their license to operate legally in Brazil and in the end, they are being to shut down their operations anyways. When comes to Lula Da Silva, I don't think he is in the presidency for money alone, he is rather into politics for power.
That is why he has decided to sacrifice Brazil's gambling industry so he can have a better chance to continue in the presidency of the country in the long term.
It is an interesting topic, how gambling can have much to do with the dynamics of power in a country to big and important like Brazil is.
