Wow, ang ganda ng development na ito para sa Southeast Asia. Just this month lang, October 8, officially announced ng SEC ng Thailand na finalized na ang kanilang regulations para payagan ang pag-establish at pag-trade ng cryptocurrency exchange-traded funds (ETFs) sa kanilang stock market.

And according sa official announcement ng SEC, magiging effective daw ang bagong regulations this October 16, 2026.. And since bago pa lang ito, Bitcoin at Ethereum muna ang kanilang uunahin, at probably madagdagan pa in the future.

Ano ang mga bagong regulations?

Well, it's not just about announcing crypto ETFs, syempre meron ding mga guidelines na dapat sundin ng mga fund managers, custodians, at investors. And of course, they need to comply with these regulations.

And ito naman ang mga importanteng information na dapat nating malaman.

  • Bitcoin at Ethereum muna — Ito pa lamang ang dalawang cryptocurrency na eligible sa initial phase nila.
  • Stock Exchange of Thailand (SET) — Ito lamang ang stock exchange kung saan puwedeng i-list at i-trade ang crypto ETFs.
  • 80% exposure requirement — Average exposure lamang ito sa loob ng isang accounting year, para masigurong sa Bitcoin o Ethereum talaga nakatuon ang majority ng investments, at hindi sa ibang assets na maaari ring hawakan ng fund.
  • Regulated custodians — Dapat SEC-regulated ang mga custodians na responsible sa pag-iingat ng crypto assets. Additional protection din ito para sa investors.
  • Investor protection — So there's a need to explain the risks to investors, especially kung ano ang posibleng mangyari sa kanilang investment, at dapat maintindihan nila ang mga ito bago sila mag-trade.
  • No margin loans — Hindi maaaring magbigay ang securities companies ng margin loans para bumili ng crypto ETFs. Meaning, hindi puwedeng mangutang sa broker para lang makabili ng mas malaking investment sa crypto ETF.

Ano ba ang Crypto ETF?

For those who are not familiar with ETFs, although madalas na natin itong naririnig, ito naman ay isang investment fund na puwedeng bilhin at ibenta sa stock exchange, at ang performance nito ay nakadepende sa presyo ng Bitcoin at Ethereum (for this example, since dalawa pa lang ang eligible sa initial phase nila).

For example, puwede naman tayong direktang bumili ng Bitcoin, but since minsan hindi tayo comfortable kung paano ito i-secure, baka ma-hack or something, so with ETFs, may alternative na tayo. At least hindi na natin kailangang mag-manage ng sariling Bitcoin wallet or private keys, dahil ang custodian na ang responsible sa pag-secure ng crypto assets. Pero syempre, hindi rin ibig sabihin na wala nang security risks.

But one thing, when you buy a Bitcoin ETF, it does not mean you directly own Bitcoin (just remember that), dahil shares ng fund ang binibili natin, at ang investment natin ay nakadepende sa performance ng Bitcoin.

And even if regulated ang ETF, the risk is still there since investment nga naman ito.

Kailan kaya sa bansa natin?

After the publication of recommended Market Making rule revisions on June 3, 2026, The Philippine Stock Exchange, Inc. (PSE) is set to release proposed rule amendments for Exchange Traded Funds (ETFs).

In the revised rules, Collective Investment Schemes, including umbrella funds and unit investment trust funds (UITFs) may now list their multiple sub-funds under one ETF issuer. The listing of different types of securities, such as fund units, in addition to shares of an ETF company, will also be accepted by the Exchange. Actively managed ETFs will likewise be allowed to list. Another salient revision is the reduction of the capitalization requirement for issuers from Php250 million to Php50 million, with an option to reduce to as low as Php1 million for investment companies with at least 5-year track record. The revised rules also allow ETF issuers to appoint only one Authorized Participant to handle the creation and redemption of ETF shares or units. The market maker for ETF also need not be an Authorized Participant under the proposed amendments. The amendments also cover clearer rules on allowing ETFs with underlying indices that track foreign exchange-listed securities.

“We are working on reviving our ETF market and we hope these rule changes will provide the impetus for asset managers to structure and list ETFs,” said PSE President and CEO Ramon S. Monzon.

PSE is also developing new rules on Negotiated Trade Reporting Facility, which is a facility for brokers to execute their trades that is similar to negotiable trading facilities in other exchanges. This facility aims to boost liquidity with the efficient flow of funds in the market, among others.

Both the ETF and Negotiated Trade Reporting Facility rules will be released to the public for consultation purposes.

Meantime, PSE and its wholly-owned subsidiary Philippine Depository and Trust Corp. (PDTC) are collaborating with multiple stakeholders to amend the PSE SBL rules to allow the execution of directed pooled lending (i.e. bilateral SBL where the lender and borrower are identified) through PDTC’s SBL facility. This new SBL model will make it easier for foreign institutions to participate in the domestic SBL market. PSE submitted the amended SBL rules that incorporate directed pooled lending to the Securities and Exchange Commission on April 16, 2026.

PSE and PDTC are likewise engaging with pension funds, index funds, and insurance companies to encourage them to participate in the PDTC’s Lending Agency Service and populate the lending pool.
