Are there blockchain networks that do not charge transaction fees, but still pay miners a specific amount?
Can this even happen? If yes, how does it work?

I remember the project was Nano that it has zero fees for transactions. AFAIK, they have no miners but have nodes.

No idea what the project is doing right now but that was interesting that there's zero fee for transactions.

It's got some projects that were built on it and became optimistic but I think due to competition of other networks, it didn't gain the recognition.

Never heard about it but for sure it wasn't that successful as we don't know who really use it if no exchange platform supporting it. The project should have been supported by volunteers running nodes for free if the transactions are fees free.

In general, the concept is not that promising because there should be a cost for running nodes even without the mining process as we know it in other blockchains. The transaction fees are the rewarding system if there is no reward from the block validation. I think it is technically possible but it needs support from volunteers to keep operating.

It gained some popularity during their time but that's only it. I no longer heard anything about them for more than a year.

I agree, there's a need to incentivize the effort for running nodes and helping the ecosystem of their project.

They have a good view and goal but, when there's no incentive for those who are part of the ecosystem that helps them to maintain the network working, it will not be maintained.

That sounds optimistic when there are no fees involved but there's always a cost for the feats they choose to highlight on their project.

There is none, no blockchain based coin with zero withdrawal fees. Where do you expect them to generate their revenue from, every coin was created for profit, so zero fees for zero profit can't exist my friend.

Every blockchain project promises low withdrawal fees and faster confirmation time- these are the two major features that attract tradera towards them.

Nobody wants to spends high fees and receive coins after a long time of waiting. Nobody.

Can this even happen?
Yeah, why not?
Paying fee is not mandatory to send a transaction. For example nearly a decade ago you could still easily send a bitcoin transaction with 0 fees and get it confirmed easily. Fees are there to introduce a mechanism that prevents spam (the fee market and the fact that it goes us when there is congestion). So when the usage grows (as it did with bitcoin) the fees grew as well and the zero-fee days were over.
So a better question is not "can this happen?" but rather "Should this happen?".

There is none, no blockchain based coin with zero withdrawal fees. Where do you expect them to generate their revenue from,
The main income of miners has been the block reward so far... in bitcoin and all those other coins that are similar to it.

You just hit the nail. Most of do forget that miners do make most of their funds from the newly minted coins in the block reward not only the transaction fees. Zero fee blockchain could exist if it should just keep printing new coins to pay miners.

But also without fees people will spam the network with fake transactions until it crashes, and in a case when max supply is reached and the block reward stop miners are going to have zero income and will make them to leave the network. And if you check it this fees aren’t just for profit alone  but this serves as a security wall to stop spam and keep the network alive.
