They are moving from one trend to another. After low fees and high security were the trend they were promoting, now they are using the "quantum computing resistant" standard to promote their project, and tomorrow if another trend appears, they will modify the project accordingly.
When quantum became the new hot thing everyone and their dog is talking about, suddenly StarkWare position on PQC changed: now Starknet needs its own L1 or else its not PQ safe.
Funny, in June 2026 they released a quantum roadmap which explained how Starknet was already post quantum safe as they were already using STARK hash based proofs, already have post quantum signatures such as Falcon-512 and more on mainnet, and all it takes to use those is a wallet update (not even a protocol upgrade). Only phase, Phase 3 that has anything to do with ETH (bridge, DA, etc.) they said was fine as ETH already has tech roadmap in place for post quantum. Yet 4 months later. Same company. Same people. Same tech.
