Encourage businesses and charities to apply for these coin grants. If they apply and the coins aren't there, then something is wrong. I have written to about a dozen Lakota and Indian charities and businesses, and so far only 2 or 3 have responded and politely said they're not interested. That seems like the real problem, not theft of pre-mined coins.
