Sometimes casinos do not necessarily take IP very seriously but it depends on their terms and conditions in some cases if they boldly claim they don't allow it they may likely enforce it but on the contrary they may not if it means they are going to be losing a lot of users especially potential ones.

As for the IP jumping case you can prevent that by connecting to a server from a particular location every single time also some casinos ignore and compensate it with further verification like 2FA for instance.

Don't mind them and don't think you're totally right too. I truly understand your point and also want to us to understand that most reputable casino's will make it specific in their term's that Vpn isn't permitted to use in accessing the bet site with the Tos that if a user eventually bypasses with the use if Vpn will be allowed for withdrawal transactions.
While some don't even disclose the terms about the Vpn then when you gets into the trap you'll get locked out of your account for breaching their terms of accessibility with Vpn from different locations.
Of course some also legally permits use of the Vpn in their sites. So it's not entirely risk but good to learn and research about it before using it.

I have been able to set the location on a VPN which is a browser VPN ti just only one country. That has been what I am using for sites that I do not want to use VPN for. One point you seem to skip over is that nobody should ever really be using a free VPN because they have every incentive to try reading or even hijacking your browsing data. This is a vulnerability of any VPN but at least the paid ones have less incentive to do it. You've got to ask yourself why anyone would be offering this service for free and the only answer is they are tracking your browsing data. You make the point that free VPN's are vulnerable to thousands of people using it, but paid ones can have just as many people on it too. The real element that's important is whether your IP is classed as residential (aka not commercial) or not - there are big companies out there who analyze this information and if your IP is in the wrong category your account will be flagged for that reason too. There are a lot more "fingerprints" that give away your location or create mismatches in your profile than you might realize.

If necessary, they take it seriously too especially when there is a case of abuse or there is a huge win coming from same IP that is always very suspicious for most casinos, that's when they take ip addresses seriously apart from this you rarely see it happen.

however, its true that Locking of account can be a result of IP changing but if only one is moving from a good ip to bad one or one with suspicious activities already. I personally don't usually give a F.... about IP when it comes to casino and gambling.

You are also right about using a "cheap or free" VPN. But there's something more important: are you avoiding casino country restrictions, or just provider restrictions? I used a VPN in many casinos, but just to be able to play certain providers... But if you are using a VPN to bypass casino restrictions, it can turn bad.

It is really not advisable to use a free VPN for the reason that @OP gave.  If anyone wants to protect their privacy through vPN, it is advisable to use a premium VPN. Leaping from Singapore to Germany in 10 second is tantamount to getting flag. However I have major objection here.

When some casino accept deposit from us, they couldn't care less about our use of VPN or IP jumping. You will find many casino whose attitude seems like, feel free to make as many deposit as you like with your VPN turned on, there’s no issue at all. But they will start causing trouble the moment you try to withdraw any large amount!

Mostly with these days when AI can easily sniff out anything, using a VPN just anyhow is a risk in itself. You don't want your ISP to know your all your browsing data so we just trust some random free website to hide them from our ISP but we are just giving access to our internet activity to the VPN service providers and they might be saving them all the logs and also when a government requests data about a user then they have to.
