I'm very much happy for the judgement given in favour of those gamblers. Because it's only someone whose withdrawal might not have been held back by a casino that will not know how frustrating it is to initiate a withdrawal, and the casino will deliberately decide not to credit the user based on irrelevant reasons, even when the user is a verified KYC gambler.   And as such, I'm sure this will be a lesson to other crypto casinos will also want to intentionally delay gamblers withdrawal payment in that same United Kingdom, and I will also be happy if gambling regulating bodies in other regions can also adopt the same ways of punishing casinos found to be guity of such offense.

My question is: If a casino is fined for delaying withdrawals and failing to properly monitor problem gambling, where does the money from the fine/settled amount actually go? Does it go to the affected players as compensation, or does it simply go to the regulator?
I've personally experienced delayed withdrawals many times. Sometimes, after waiting for so long, my withdrawal gets cancelled (or self cancelled withdrawal). And you know what happens next? I get tempted to play again and we all know how that can end. The money I originally intended to withdraw ends up being lost. Sometimes I do wonder why a casino will even delay withdrawals but when it comes to deposit it's always done with speed.

The casinos do this on purpose sometimes. They purposely delay the withdrawal so that you can continue to gamble with the money and lose it in the process. There is mostly no legitimate reason for the delay. No need to ask for more documents, especially when the winnings are not that big.
I know that there can be complications sometimes, but most times, they do it on purpose. I have used casinos that delayed my payment before, and in a few cases, I went back to gamble and lost part of the money. It's not cool.

It's really a much welcomed development because casinos seem to take too much advantage of gamblers all in the name or guise of house edge while making money and not giving a damn about gamblers at all.

Yes, I don't like it myself. However, the process of withdrawing money from a casino and depositing money into a casino is different. For example, when we deposit money, we only make a request and when the money reaches the casino, they add that amount to our account.

However, when we go to withdraw money, the casino may have to verify many things. For example, whether there is enough money in our account or not, when we ask for a withdrawal, they have to check it, etc. It takes some time to withdraw. If this kind of investigation were to be done on a regular basis, a lot of casinos would be told to pay similar fine or even higher because there are so many of them with similar and even worse than what was found in L&L's case.

If possible, make the test a regular one and then make it so that those who are found wanting in any aspect would have their license suspended until they fix everything and also pay the fine and if found wanting in the future, they would have to pay a larger one. This would force them to take these things seriously because, at the end of the day, it is users that would face the issue. Having their withdrawal delayed for no reason and even blocked.

Incompetent support staff could cause these delays. I have experienced a situation where a support staff member abandoned my request. It was later confirmed that it was an error of omission on the part of the staff. It is also applied to crypto casino's too. Here is the catch, what if the casino were legitimately trying to verify the person. Don't get me wrong, I am not supporting the casinos. This is one of the advantage of regulated casinos on the side of the player. They can be held accountable when they break the rules unlike offshore casinos that homding them accountable is somewhat difficult. Well, mechanics of all casino are not same.
Regarding what you mentioned, is standard practice at most online casino. Problem is that at many casino you cannot request any second withdrawal until your first one has been pending. Often some casino will use various excuse to hold up your withdrawal for days on end, hoping that you'll keep playing using your remaining balance.

How do some people manage to choose where they spend their money and still choose wrong?

Some casino will purposely delay your withdrawal for nothing and the only excuse they will give is they are verifying if you have cheated on their platform or not. If their are strict laws to reduce this dishonest practices from casinos, this will reduce the delaying time and the way some casinos are treating players because their money is with them and they have full control over it.
Many players are leaving their money on casinos because they were not allowed to withdraw them after getting various useless excuses.
