Casinos don't pay attention to it until it's time to withdraw. Casinos are managed as a business, they become proactive when they are on the losing side. Even when you have completed verification, the casino may still delay your withdrawal for other verification reasons. In fact, they suspect that there might be activity that violates the casino's terms and conditions. So they need time to verify that. Small winnings should not trigger such complicated procedures.
