I don't care if anyone hate me for saying this, I don't know what to tell you if you can't accept this as a personal opinion, I think Artificial intelligence needs to be placed on hold for now, it's creating more problems than it's solving.

And I am happy to find this news online today, I hope it becomes possible.

I don’t follow American politics much so I may be missing the backstory here. Why would the Americans be pushing for ban on “AI super intelligence” when other countries will not be doing the same. Doesn’t that put America at a disadvantage?

No one's gonna hate you for bringing it up! If polling on the midterms is accurate at all, I'd bet half the country agrees with the concerns in your post. That said, I think you're partially rooting for a bill that addresses several important problems, but does relativly little to solve the ones you're upset about.

The ban is on superintelligence, an intelligence that is more intelligent than humans at almost everything, or intelligence which can plan to overthrow the government. There is no superintelligance yet.

The problem is AI, cheap and everywhere. The problem is not superintelligence. The problem is AI that is honestly kinda dumb. AI bots spamming scam links, deepfakes, AI slop in every feed, students who can't write a paragraph without ChatGPT.

The pause is on massive frontier training runs. That won't help much because there are already AI models out there spamming scams in your DMs. they're open weights, you cant un-release them.

Machines that exceed human cognitive performance across a broad range range of tasks, who's there to draw the line? Right now there isn't a regulator, or even a department in government, tasked with defining what intelligent machine capabilities we want, and what we don't. Companies with the money to get the best lawyers will argue that their machines are "just tools". And what happens when someone does draw a line? Twenty years in prison for breaching a line that nobody can agree on? Either the laws won't be used, or they'll be used on the wrong people.

This needs to slow down or else it will affect everybody.

China doesn't care about Bernies bills. The bill mentions global accords, but the formulation of nuclear pacts has taken decades, even though monitoring uranium is simple compared to spotting code housed on a server. Good luck with AI.

In this case, from a purely egoistic and functionalistic perspective, I support that bill though. But not because I'm anti-AI. I'm very much pro AI.

But currently the datacenter and hardware market has overheated completely due to the AI bubble, and these anti-AI bills will drain capital out of the AI companies. The sooner this AI bubble bursts, the more likely it's it will be just a smooth correction. And even Americans will barely notice the consequences. Bitcoin will also probably not really crash in this scenario. It could re-test its June lows in a very negative outcome but not much more than that.

But if the bubble continues growing, we could head into a 2008-style crisis in 2-3 years.

By the way as @slapper said superintelligence is very far away. What we have now is large language models, statistical software systems, who can simulate intelligence. They are quite good for some tasks, like text generation and coding, and I consider them very useful to find software vulnerabilities and to create unittests and such stuff. I'm perhaps a bit more relaxed because I'm observing this topic since more than 20 years, and in the 90s there were already text, image and even music generators based on artificial neural networks which could for some tasks yield quite good results already (after a long process of "thinking" of course).

You said AI is the problem and they are kinda dumb? If this is true so is the humans because AI aren't spamming by themselves, those AI slops in every feeds are the work of humans, AI are been controlled by humans to carry out these tasks so the real dumb ones are the humans.

Superintelligence like you claimed isn't here yet and all these attacks are happening? Someone is even worried that other countries are using AI that why should America stop? Well other countries will eventually run into same problem, the real deal is who can really tame the AI completely, that's not working right now..

AI is causing more harm to investors than good which shouldn't be so. The fact is that humans are greedy and they take advantage of any new technology to carry out their criminal act. AI is good but it's used in the wrong way.

So stopping the development because it causes problems, wouldn't it be better if they just find ways to improve the system to avoid hacking. For me although I agree with their intention but if they only look at the negative side, isn't it showing that they are not capable of handling such technology. and even if they ban it, that law only applies to their country, what about those countries that are already developing and using it, so it seems like there's a bigger risk since they might be left behind in development, and they could become more vulnerable to hacking.

So do you think banning AI would stop hackers from hacking various platforms? Do you know Bitcoin is banned in China and in my country as well? But I have been still using Bitcoin and earning Bitcoin in various ways. To be honest, AI existed a long time ago, just in a different form. Banning it would lead to AI coming in another form.

There, there was no AI sound; people make fake images for their crypto platforms as a team member. They had created it through various websites; that's what we call it now. Probably banning AI won't be much beneficial at all; if a country bans it, then another country will adapt. Hackers will deploy themselves to hack us. I don’t think banning AI would stop crime, rather regulate AI would be the best way.

First, this is your opinion, and everyone is entitled to their opinions even if it's very stupid, but yours is not, so why not welcomed?

Nothing can be said by anyone as a risk, downside or caution that hasn't been said of AI in recent years, but still, I believe AI should be allowed, but strongly regulated; they are rolling it out too fast. Sincerely, is this possible, no? If the world comes out to agree to ban AI development, I'm sure that they are writing letter to problem. Do you know why? The world already knows what it could do, so many would continue developing it in hiding. By many, I mean individuals, companies and government actors. Imagine if the US, EU and other top countries stopped, and North Korea developed it for years? The world would be in trouble.

Well... In the Warhammer 40000 universe, AI is prohibited. In Asimov’s Foundation universe, robots were also banned after the war with them. In the Dune universe, AI is also prohibited. And in the real world, the AI race between corporations is only accelerating. It’s unlikely to stop until truly catastrophic consequences occur.

What a brilliant plan – banning what other countries are going to develop anyway. The Democrats’ level of stupidity on this issue is on a par with that of European politicians who are destroying the car industry so that China can pollute instead.

What they need to do is ensure proper regulation and oversight of the industry, but it seems they’re simply not capable of anything more than that.

Artificial intelligence (AI) have an accuracy in performance, it will be very difficult before you can see AI go off the trend,  people use it knows the values more, that's why they will be subscribing to it...

Maybe not a full ban of AI but there have to be limitations, in short it has to be regulated. It's true that AI has already caused some damage recently, with a series of hacks seemingly assisted by AI, so they see the threat and want to stop it.

But sadly since there's a possibility of cyberwar among countries, other countries will likely continue using AI since they already see what it can do. I'm no expert but if AI will destroy businesses and that could create chaos in the world then maybe it's much better to ban it.

Who introduced AI (OpenAI, Google, Microsoft, and Anthropic)? isn't America itself the most enterprising when it comes to the implementation of AI from the very beginning. Now they themselves realized the threat and decided to postpone its development. Tormented are those who are outside the U.S., living in developing countries, still tertinggal in terms of infrastructure and human resource capabilities are required to adapt to technology that is completely unfamiliar to them.
So the more appropriate sentence is U.S started the development of AI, and other countries should bear the consequences.

Are we talking about movies now? Almost every movie with super intelligence AI and robots in it have always them against us. At this point, we just need to find Skynet and destroy it before Judgement Day happens.

I think we are ready for what it can offer for now, but we cannot go far just yet. AI is now widely used for different purposes, and I think many people are learning how it is used properly. Well, the world is not ready about many things but we do learn it on the way and through experience.
There is so much that could happen while AI is being integrated into many things, and I believe that in order for AI to become one of the norm of the world, we have to go through all this phase.

The Bill might not see the light of day without several amendments. Democrats are aware that China and the US are in a tight race for almost every form of technology. Any law to slow the US down will make them disadvantaged, as most companies might begin to depend on China for AI products. We have seen that happen in the rare earth market, where China controls 69% of global rare earth mine production and nearly 90% to 92% of the global processing sector.

- Developing or deploying superintelligent AI would be banned

- Advanced AI development would pause until a new federal regulator sets rules and a model review process

- A new cabinet-level AI department would monitor frontier models and oversee removing dangerous capabilities, like ignoring shutdown commands

- Companies that try to get around it would face the “corporate death penalty”

- Individuals would face up to 20 years in prison

Sharing your opinion doesn't hurt anyone, so I don't think anyone will hate you for that. Personally, I feel that if this bill to ban AI is passed, it will cause the price of the AI stocks to crash so badly, but won't really stop people there from using AI without being detected. But for the good of whatever reason they are banning the AI for, I am not against it but we can not also deny that AI has been useful and is still very useful in some areas of human activity.

To be honest, you are the one that doesn't want to go far with AI yet, the train already left you behind because AI doesn't know any boundaries and that's why fewer smart people in the world are warning against the use of AI.

I don't think that AI can be capped, bad people online will benefit more form AI than ever before, even people who have intent to use AI for business and jobs will be so low with AI because it seems like crime is the best place to put AI at.

I think the only way forward is some rules and regulations on every AI tools in the world, you break one of those roles you are going to prison and it's going to be a long time sentencing.

I have maintained the same stand that AI is not different from other technology revolutions and/or age any time the issues of AI (the recent technology revolution) is discussed. The disadvantages of the use of AI is exploding ceaselessly and that's as a result of human lifestyles or did AI just appeared from nowhere? Playfully, AI the recent technology revolution will stay like the other revolution for example the internet that had many set backs just like new AI is having but here it's standing doing so much according to human lifestyles or differences specifically.
