This is according to Bitlegal:

Finland has taken a permissive stance on Bitcoin, but official policy is that Bitcoin is neither currency nor is it a security. In a January 16, 2014 interview, the head of oversight at the Bank of Finland said that Bitcoin was “more comparable to a commodity” because no issuer is responsible for its operation.

So I don't expect much of a legal challenge. Congrats to all the Finns!
