The cleanest approach to me seems to be create a very similar coin. The new coin should be POW+POS. Premine enough to pay the developers and replace the AsiaCoins that were lost. Any remaining premine can be donated to a charity. If I understand correctly, the premine can consist only of the first block. Starting new with a very similar coin might be less expensive in terms of developer time than fixing the old mess. I'm not sure. But starting fresh would for certain work. And it might be better as far as image goes to say that this is a new coin rather than saying this is a fixed up broken coin.
I have some experience with software development but know almost nothing about crypto coins. I'm willing to help in whatever way I can, but am afraid that I won't be of much help. I lost a small number of coins, so you can add me to the list.

From a quick Github code search for ValueFromAmountWithFee, it seems this function which is used in AC and SHAcoin is also used in a few other coins. Might be a good idea to check those out as well.
