Windows 8 screwed me over good and Erased my Roaming file with all my wallets after my comp had problems and i had to Refresh it.

You won't lose any personal files it said.
Don't worry trust our crappy products it said.

I have Re-d/la new wallet and the whole damn block chain again and i want to test my wallet before i start doing anything with it.  So can i use that Testnet thing and how reliable is the information vs. using real bitcoin?

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.
