Just posting here is not enough you need to do some work open account www.bter.com and then do this exchange its safe for you and your money

and the rates in localbitcoins.com are high and seller require 90 mins to transfer the money when i need about 6 hours to transfer the money

You can opt for Western union,for this you can easily find a ligit seller on this forum.
