I am of the opinion that 'free' has failed.  So yes I favor bounties for helping rebuild this coin.  Treat it like shares in a company that reward the participants who help create it.

Speculation:
All the weak hands are out.  And the premine was dumped on the market. 
But does anyone know of a block chain to check?
