Nope, it's allowed, though sometimes frowned upon by certain members.

It's allowed.  The moderators have stated multiple times about this.  It would be simply too much work if they had to check every single account for being lost or stolen.  Instead, we depend on the members of bitcointalk to detect hacked/scam accounts. 

Besides, the people who buy accounts are 99% scammers and 1% desperate for friends.

Not really. It's easier just to create a newb account to scam. Higher activity accounts are beneficial to users of sig campaigns. You can get over double in some instances for a Hero Member account.
