Yes, he mentions his miners being in Canada, so you`ll pay international shipping since its not part of the US.

Think these miners belong to multiple people as part of a group buy, cash would make it more difficult for him to pay out the various parties who own interests. Could be wrong but that it my take.

he could always just buy bitcoin with the cash .. if i didnt have to wait 2 months for coinbase or someone else to allow me to make a purchase that big i'd just buy the bitcoins myself

I think you might have answered your own question regarding why cash is more challenging.. Not saying that's the case but it sure seems likely..
