UPDATE: Once each book receives a minimum of 10 votes the outliers (top 10% and bottom 10%) will be eliminated from the vote.  This means that for example if there are 10 votes the highest and lowest single scores will be eliminated.  It will keep the scores more honest.

It just means that the highest 10% and lowest 10% of votes will be thrown out when there are enough scores to get rid of possible outlier votes that dont coincide with the average. Here's a better example:

Say "Xbook" has 10 scores of 4, 3, 4, 4, 3, 2, 4, 3, 2, and 1.  The average score would be 3 if you keep all these numbers.  I will take off the highest and lowest 10% of scores so with 10 I would take out the highest and lowest 1 scores.  This will exclude the score of 1 and one of the 4's.  Now we have 3, 4, 4, 3, 2, 4, 3, 2 and our averaged score will be 3.1.  This method will just ensure that possible outlier votes such as the 1 in this instance do not heavily move a book up or down and will keep our scores more true.
