Sorry for being so noob in this field... but I just want to know ... Can we use TOR using some web interface, e.g. hidemyass.com ?

You can download TOR browser and use it as normal browser with anonymity. You don't need another VPN  for it .

Dont we have any website offering this service ? I cant install TOR in my office network. The LAN administrator wont approve.

Instal it on a CD-R or USB and try boot it directly from there but maybe you shouldn't be using tor at work.

I dont mean to use .onion sites. I just dont want certain sites to log my public IP, whether I am using them from office or home.

Tails bundle us great and had many other tools for privacy .

From the discussion above, what I understand is TOR works in a client server model. We download the client and that connects us to TOR servers which gives us anonymity by hiding our IP. Now my question is, who run these TOR servers ?

TOR nodes are run by many organisations and your IP is hidden before many nodes . But any flash plugin can easily track your IP as long as you don't disable Noscript.

Many bad things are hidden in internet. Illegal use of internet is a bog topic for governments and it is only question of time when they look closer to the TOR users... child porn, xenofobie, racism etc....everything bad is mainly looked up via TOR
