I need a simple script to monitor an address, and forward the contents onto other addresses by a certain percent per address.  Pretty much the Cex.io auto payout feature, but local.  If this isn't made already, what kind of a bounty would it take to get one?

This is for Windows 8 using Electrum, although a program that works independent of other wallet software would work too.  Needs to be open source for obvious reasons.

According to NIST and ECRYPT II, the cryptographic algorithms used in Bitcoin are expected to be strong until at least 2030. (After that, it will not be too difficult to transition to different algorithms.)

Is it necessary that it uses Electrum? Or can it be based on bitcoind?

I can write one as well for bitcoind. I could  possibly attempt electrum using bitcoind as a fallback. If you still need this, PM me.

What method are you trying? Are there existing solutions?
Daisy-chaining Cex.io auto payouts.  Not sure if it will work, but giving it a shot before hiring somebody
