...sorry for being noob.
Scrypt = a memory-intensive algorithm Scrypt coins = coins that employ scrypt algorithm such as litecoin and doge (vs. bitcoin and namecoin use sha256) And yes you can mine scrypt coins with CPUs, GPUs and scrypt ASICs.

I guess the power of GPU/ Scrypt ASICs to mine a Scrypt coin will be more than a CPU. So, which algorithm makes a coin mining CPU only ?

True. So, which algorithm makes a coin mining CPU only ?
Different "CPU-only" coins have different algorithm. FYR: http://cpucoinlist.com/And some "CPU-only" coins can be mined with GPUs now. FYR: http://cpucoinlist.com/removed-coins/

True, anyone can mine it. But some wants more than they can mine (one possible reason is they expect the price to go up), so they decide to buy it.

I think mining with CPU only is too harsh for CPU, like run stress test for a long time may reduce CPU lifespan from your link i see mostly X11 algorithm, GPU advantage is 4.6x CPU all X11 coin always like that?

from your link i see mostly X11 algorithm, GPU advantage is 4.6x CPU all X11 coin always like that? I don't mine anymore now, so I am not sure if the advantage is really "4.6x". But for coins using the same algorithm, the hashrate should be the same, as your CPU/GPU is doing the exact operations. Say, if you get 300 KH/s mining litecoin with your GPU, you should also get ~300 KH/s mining dogecoin.

For some, having asic for a particular coin takes a long time, not impossible.

True, anyone can mine it. But some wants more than they can mine (one possible reason is they expect the price to go up), so they decide to buy it. is there any coin (not necessarily SHA or Scrypt) that is smart phone only, i.e. cant be mined with CPU/GPU/FPGA/ASIC because of some feature which is only available on smartphone ?
