Reddcoin - new POS-Velocity algorithm?

Just saw this on a new algorithm developed for Reddcoin:

The dratted thing is I can't actually see the papers till I get home tonight. But it sounds interesting given all the interest in basic POS lately.

Any thoughts on how this will work out and the impact it will have? Price is starting to spike up at Poloniex, so I guess someone thinks it is a good idea.
