[Discuss]Does anybody(or corp.) can have the hash speed to control the network?

Any opinions and predictions are welcomed.
As far as I know, cex.io, if they expand their speed, they will have the power to do the 51% thingy.
But they announced that they won't do that
So I've been thinking that is it still possible for a person or a corporation(except cex.io) to get through in the near future? (or even couple of years later?)
