I tried to read this thread ..'I just gave a homeless man 20 btc'. I wasn't allowed in.
Why would a topic be off limits to me?  I know it's not missing because it's on today's hottest thread list.

Yes the thread was deleted or moved to archive by a moderator. Usually the old topics which are becoming spam megathreads for signature campaign spammers to post are deleted.

It usually happen when threads are banned and moved to trashcan. Yet there are several cases where there's just a temporary error and you'll receive that warning. Just wait some seconds and then refresh the page. You'll get the topic back again...
