Welcome to the Bitcoin Forum!  There's a reply link at the top of the page, or you can click the quote button in an individual post.  I think when you're a newbie it doesn't show up in forums other than this Newbie forum, since new members can only post in this forum (see these rules)

Note that some topics are locked, you can see this on the lock icon. Nobody can reply to a locked topic.
Additionally, as a newbie you can only post and reply here in the newbies section.
