The witnessed/seconded thing was to initially counter people going back and editing their posts to try to change the story.
Now it serves two purposes:
1: record that other members of the forum have seen a deal take place - helps with building reputation, and,
2: for fun
Yes. Several of us started doing it to the trolls and they seemed to have settled down a little.

Yup. Off-topic posts are to be deleted-on-sight.
That being said, I'll leave the posts (at least the first one) that quotes a post simply because not even admins are able to get the edit history. Just... don't overdo it. Also, if you don't quote a post when you do it, your post will be deleted. Some of you will notice that your posts in the thread this was split from are now gone because of that.
