As for paypal, you can buy SLL's at https://www.virwox.com/ with bitcoins, then sell them for USD and then transfer the money to PayPal. That's the only option I found regarding PayPal.
As for bank transfer, I think most exchange sites, such as https://mtgox.com/, can do that.
