It's possible, but it hasn't happened to me through this process.  I've been working with Twitter marketing for a while now and can generally spot if an account is prone to being flagged through a rigorous following process like this one.  If you'd like me to take a look please let me know.  Generally it's just how you've tweeted and how your bio is setup (weird I know).  An example would be the account I created as an example to show everyone.  I made it and twenty minutes later it had 6,000 followers.  It's just knowing how to set things up.
