I only know of VirWox that does this but they charge a ton in fees. Are there any cheaper exchanges?

Have you tried the marketplace here? I often see people buying selling bitcoins for those payment mediums. Check out the currency exchange and post your offer: https://bitcointalk.org/index.php?board=53.0

Remember to use a trusted escrow.

CAUTION

pandoracoin.net is a cheater (con man)

After entry of a paysafecard (code) in a few minutes the debiting takes place, without ever it comes to one Paypal credit note.

I'm not sure but have you tried with localbitcoins, maybe you will find a seller accepting them.

+1 to localbitcoins.
If you only trade with people with good feedback, the chance of getting scammed is pretty low with the built in escrow system.
