I think maybe he means Egyptian pounds - the abbreviation LE or L.E., which stands for livre égyptienne (French for Egyptian pound)

Just email him and ask if he'll sell you LR for cash in Cairo. Have him load an exchange account directly with it then use it to buy BTC
