Let's say I send a Bitcoin exchange my fiat and I wants my coins sent to my local wallet insteads of them running a fractional reserve with my coins.

I believe coinbase allows me to send coins to my desktop wallet. Which other exchanges do the same?

I think all the Bitcoin Exchanges allow withdrawal to local Bitcoind Wallet.This is the basic function,Your mean Bitcoin Exchanges should have 100% emergency funds?

I think Gox is the only exchange to have halted withdrawals to external wallets.

All of them do (except derivative exchanges, but you're not actually buying bitcoins in that case).

Create an account on whichever exchange you're thinking of and see if there's a withdrawal option.  If there's not one then run.  Also Google the exchange before depositing.  If it says they've halted withdraws then run.
