After the problem bellow I stopped trying to sell. the guy/woman bellow has an unverified account with suspicious email. paypal is on the name of a woman and if you search his email it belongs to someone from a bodybuilder site.

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Since now paypal TOS allows crypto trades I'm willing to give it a try.

I dont think they allow crypto, even if you disclose you trade crypto through Paypal they even limited your paypal account.
