what are "regular ATI" ?
ATI is fabless, they dont make the cards/chips themselves

didn't know they sold reference cards commercially
afaik reference designs are made for testing by the company itself and are  not for mass production

the one in the pic is a reference design card.
dont see a asus/xfx marking on it - assumed it was a reference card made for ATI and not mass production
and you said you had 2 of these..

probably a power issue. make sure your psu is up to par, and if you're using an excessive amount of gpus in 1 motherboard, consider using riser cables with powered molex
