Can you build wallets with coins? if so how much would you charge to make me a coin sha-256 with a quantity of 500,000 and I wish to mine these myself so diff to stay low and no halving with two types of wallets.

first wallet: windows wallet for me to mine the coins.

second wallet for distribution: so that the mining feature is completely disabled so no transaction fees can be gained.

for the second wallet I would also like to have linux and osx versions.

If this can be done could you please pm me with a price.

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

This probably won't work.
Without mining, network nodes have no incentive to do their work, and there is nothing that prevents malicious users from forking and generally messing around with your coin.

that's what the first wallet is for which will be mined constantly to secure the network but what I really need is for no more coins to be created ever!
