can anyone summarize?  As long as they aren't talking about banning it, or adopting it formally, I don't think it matters what they say.

It really is not long.

It essentially believes bitcoin is a good thing but would benefit from more regulation

as in, they want to get the money  Smiley bitcoin is very regulated. You get confirmations by multiple nodes, can see transactions publicly etc;

A private company wants more government regulation.  Read: Uncle Sam, get control of that so we can run it.
