How is it supposed to work? File system in one computer, drivers on another, network management on a 3rd machine? 

Do you perhaps mean decentralized filesystem or sharing cpu/gpu power? yes this stuff exists. For example, HDFS.

You cant decentralise everything. You can make it open source though.
