As far as I know, Paypal still does not endorse, support or condone the purchase of cryptocurrencies and digital goods using their service. In most cases, whatever the issue may be, the moment that you mention Bitcoin is the moment that you forfeit your sold Bitcoins and the Paypal cash that you received.

Dang.
But this is a paypal inquire not unauthorized chargeback. Does that change anything?

Can you please clarify what "Paypal Inquire" means? So it was paypal that detected and reversed the payment, not the buyer? I was looking to accept a paypal payment for btc soon, but this is a bit of a turnoff.
Did you mention ANYTHING about bitcoin in the topic or notes of the payment?

Really nothing you can do except to use it as a learning experience. I lost roughly 40 or so litecoins by selling them on ebay and accepting paypal, back last year (about $2 each at the time). I learned quickly that just about every paypal transaction would be reversed for one reason or another (and obviously I would never recover my coins). Live and learn. If you're selling something that you cannot recover should a dispute occur, do not accept a payment that can be reversed.

Inquiry is not the same thing as a credit card chargeback from a company. That means that PayPal flagged the transaction because something looked suspicious. I agree with the advice to call them and find out what's going on

Anyone ever noticed how eBay allows the sale of cryptos but PayPal doesn't allow crypto-based transactions?

As far as I know, ebay will take down all listing of crypto sales if they catch it. Some slips through the crack. Same with paypal, they'll only reverse the payment if the buyer does a chargeback or if they catch it.

Using paypal to sell BTC is generally a very bad idea. Try to give them as much information as they request (nothing more) and hopefully you will be able to beat it. Lession: only sell non-reversible currency for other non-reversible currency.
