BOUNTY - Peercoin (ppcoind) getrawtransaction patch

Peercoin (ppcoind) does not have the getrawtransaction functionality that all other coins have.

The code exists elsewhere (i.e. github.com/bitcoin/bitcoin).

Before I do this myself I'm issuing a request for proposals.  If you already have a patch, know of one, or are interested in putting one together using bitcoind's getrawtransaction as a template, I am interested in working out a bounty for this fix.
