24change a scam?

I sent 0.125 BTC to 24change,they were supposed to send $54 to a Paypal account.But still they haven't sent it.They received my Bitcoins after a moment when I sent them.It was over 16 hours ago from now as I am writing this post.

I also don't see any support representative online.They used to be online always but today they are not here.

Are they scam and I lost my money?What can I do now.

I believe that one is a scam,its the one that ranks top in a google search right?

Think your out of luck dealing with any scam site.
