Couldn't you just buy a gift card with paypal and then sell it for BTC ?
This could possibly need an escrow , but would stop chargebacks in the long term.

Steam gift cards seem like a likely winner , I can find quite a few websites selling for paypal with no additional fees (http://www.pcgamesupply.com/buy/Steam-Gift-Card-20/)

They are pretty high in demand , as steam wallet credit is nearly impossible to get for Bitcoin.

Any possible downsides ? If not , this may solve paypal chargeback solutions for quite some time , atleast if the seller wants to buy under 1 BTC.

Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

How does the buyer know the giftcard is purchased legitimately? Giftcards can be cancelled for fraud too.

I don't think there's any legit way to use paypal safely. There's even ways paypal protects scammers now.

If you trust the third party seller, there is no issue. But if you are dealing P2P, say, on the forum, and don't know the other party, Paypal is dangerous.

Paypal is almost never going to be favorable for bitcoin use unfortunately they side with the scammers/liars all too much.
