Hmmm.... you are absolutely right. An Arab would be safe to travel to any nook and corner of Israel, without the threat of murder and kidnapping by the locals. But a Jew won't be safe even in the Arab majority areas of Israel.

According to the chart this seems to be the case. Non religious can have some form of contract. The diagram does not display what the situation is if both people are of the same religion (other than Jewish). Can anyone clarify?
