You'll have problems buying with paypal unless you have good rep. There is an immense risk of someone using stolen cards to rip other people off.

Your best bet would be to take money out of paypal and deposit it to mt gox or one of the other trading sites to buy bitcions.

For Paypal bank/balance in account funding yes otherwise depends on the credit card company's policy on chargeback time limits if paid through one of them.
