May be some mining farm mine this coins at solo mining or private pool.

The difficulty of block 3254 is 724.4        , so for block 3613 difficulty is only 70.8       (edit: now for block 3640 is only 14.9)

This is a huge difference in just a few hours.

Maybe someone used a lot of hash power in solo mining mod, and periodically moves that hashpower elsewhere.
