So, you must wait 6 min., till you proceed to the next membership rank.

After 15 activities you have to wait 75 seconds before posting.

You basically answered your question, in 71 seconds. This interval will decrease overtime, as your activity will increase.

Log-ins, messages, searches and attempted posts all reset the clock. You need to make sure you wait the full amount of time before you do any of those things again.

As hilarious said, basically every action you take on the forum counts as a 'post', minus reading stuff.
